摘 要:农用地征用属有偿行为。依据《农用地估价规程》,农用地征用价格应为其资源价格、社会价格和附属物价格之和。目前,由于我国对农业用地估价很少进行专门研究,使得农用地征用补偿无准可依,导致农用地极易非农化,严重浪费了耕地,也损害了农民和集体的利益。为此,以海门市为例探讨了关于农用地征用价格的评估方法。The Confiscation of the agricultural land is compensable. According to the《Regulations for valuation on agricultural land》,the compensation of agricultural land which is confiscated should be the sum of its resource value, social security value and adjunct value. Little research was paid to the accessing of the agricultural land ,so threre is no criterion to base on when the agricultural land is confiscated, which cause that agricultural land is too easy to convert into the urban land, in the same time, the cultivated land was wasted Seriously, the collective and peasantry benefit was also injured. It’s a fortune for the author to have taken part in the accessing of the agricultural land of Haimen, now taking Haimen as an instance, the author inquire the accessing of the confiscated agricultural land briefly.
