摘　　要：介绍了中德财政合作造林项目10年来形成的独具特色的管理模式和建设方式，它扩大和恢复了森林植被、提高了农民收人、培养了人才、增加了当地经济总量等。在项目实践中，有偿造林、注重发展和分权合作3个理念已被普遍接受。目前项目进展顺利，已成为中国林业建设中获得广泛赞扬的示范性工程。With 10 years' development, the China-Germany Forestation Program through financial cooperation gradually forms its special management mode and construction method, and benefits a lot to the environment and local economy. Up to now, the 3 essential concepts in practice-paid forestation, development first and cooperation with ownership and usufruct separated-have been universally accepted. And this program also becomes a demonstration in forestry construction.
