摘　　要：欧盟《社会政策议程》把社会政策视为一种生产要素,其核心议题是实现欧洲社会模式的现代化。为了使新成员国的社会政策体系适应社会欧洲的建设需要,实现社会政策体制的顺利并轨,欧盟与新成员国签订了旨在提高新成员国社会保护水平的政策性文件,从而把新成员国纳入了欧盟的社会政策体系。欧盟还积极调整结构基金,帮助新成员国消除贫困和社会排斥,提高其社会融入水平。由此,欧洲社会模式随欧盟扩大而扩张到了新成员国。Social policy is regarded as a productive factor in the Social Policy Agenda . which aims to modernize and improve the European social model. For the purpose of building social Europe and realizing the convergence of social policy systems, the European Union integrates the new member states into the framework of EU social policy by signing a number of policy papers with the new member states. The European Union also reforms the Structural Funds in order to combat poverty and social exclusion and promote social inclusion in the new member states. There are good reasons to believe that EU enlargement will expand the European social model to its new member states.
