摘　　要：网络研究领域的一个重要问题是实施有效的流量控制,而在BestEffort服务模式下的Internet中,流量控制的重点是对无响应流实施合理控制。介绍了该领域研究的内容与研究现状,分析了研究难点,讨论了研究方法及评判标准,并指出了发展方向。One of the most important topics in networks research is how to effectively regulate flows. While in Best Effort Internet, the key issue of flow regulation is unresponsive flow control. After an introduction of this research and its methodology, the paper makes discussions on current research achievements, and indicates the foreground of development.
