摘　　要：地方保护和行政壁垒严重阻碍了泛珠三角经济区市场一体化进程。增强该区域市场的统一性,客观上要求塑造具有高度权威性的协调机关;通过双管齐下的法律审查机制,有效地消除为地方保护提供保护主义伞的不法之法;通过重新配置司法行政权,打破地方封锁,消除司法地方化和行政化。Local protection and administrative barriers have severely hindered the integration process of the Pan-Pearl River Delta. In order to strengthen the regional single market, it is necessary to set up an authoritative coordination organ, to construct dual legislation censorship so as to eliminate “illegal legislations” which provide umbrella for local protection, and to re-allocate the power of judicial administration so as to remove the administrative and local influence in the judiciary.
