摘　　要：为保证保障措施实施的正当性 ,世贸组织对其使用作出了明确规定 ,但这些规定在诸多方面仍存在着缺陷 ,进口国往往可以滥用保障措施来达到限制进口的目的。为维护出口利益 。In order to ensure that the Safeguard Measures are carried out properly,WTO has made very strict rules. However, these rules still have flaws in many respects. Some countries always abuse Safeguard Measures to limit import. We should adopt some necessary measures to strike back the foreign abuse on Safeguard Measures and protect our practical export interests.
