对城市乞讨行为的现状分析与对策思考

摘　　要：随着我国城市乞讨人员的增加,乞讨已向职业化方向发展,乞讨方式和乞讨行为也纷繁复杂且有违法犯罪的倾向,造成了一定的社会危害。我国目前对城市乞讨人员的管理一直处于一种尴尬的状态。对城市乞讨行为的治理是一个系统工程,需要政府和社会各方面的团结协作以及市民的积极参与。公安机关对乞讨的管理要由传统的对流浪乞讨人员的管理转变为对乞讨行为的管理,在保障人权与维护社会治安之间找到平衡。As the number of begging increasing,begging develops to be a occupation, the way and behavior of begging become complicated and tended to be illegal crime,result in certain of society bane. Currently, the management to beggars has always beenin a awkward condition,which is a system to manage,also which need unity and cooperation of the government and the society and active enjoying of citizens. Public security organ should change traditional management into the management of begging behavior,keeping balance between ensurimg human right and maintaining public security.
