上海市泔脚垃圾市场化机制管理探讨

摘　　要：参照国际流行废弃物管理体系与发达国家泔脚垃圾管理经验,分析了上海市泔脚垃圾产生污染、管理现状。从市场化机制的角度,指出了在融资渠道、供求、竞争、价格机制等方面存在的问题,提出政府职能公共化,生产者责任主体化,管理法制化,处置服务社会化以及投资多元化的市场化机制管理。Production,pollution and management status of food residual in Shanghai city were analyzed by reference to international popular waste management system and developed countries food residual management experiences.The problems in respeets of circulating funds channel,supply and demand,competition,price mechanism etc.were pointed out from the view of market mechanism.Market mechanism management of goverment function being public,producer being responsibility main body,management being institutionalized,treatment service being socialization and investment being multielement was suggested.
