摘　　要：在社会主义市场经济体制改革的进程中 ,作为我国国有资产重要组成部分的行政性国有资产的管理矛盾日益显现出来。现行管理制度方面存在一些问题 ,所以必须分析造成这些弊端的主要原因 ,要以产权制度改革作为突破口 ,实现出资人到位 ,构造新的产权运营主体。并就产权制度改革实施中的相关法律问题、改革原则问题。The conflicts in the management of public sectors and significant portion of state-owned assets,are increasingly emerging during the socialist market economy reformation.In light of the existing problems of current management system,this paper analyzes the underlied reasons,advocates the implementation of property-right reformation as a breakthrough in constructing an entity operating under the governance of contributors.The research covers the related legal issues,reforming principles,redefinition of functioning orientation and post-reformation operating model.
