摘　　要：自印度考察回来的人士对中国软件外包产业还有多大空间表示忧虑;有关机构多次组织研讨希望做大外包蛋糕; 印度软件企业正在中国布子如飞……软件外包本该是2004年中国IT业最耀眼的亮点,但2004年过去了,人们翘首以 盼的中国软件外包起飞非但没有如约而至,反而有些低迷。 本刊特约美国3DSP公司上海代表处首席代表于葵,以她多年从事市场调研和IT外包的切身经历及对东西方商业 文化的研究与理解,写作下面一组文章,希望能引起国内同行和产业界的思考。Those who have visited India are worrying about the room for software outsourcing to grow in China; some research organizations have discussed together how to make the cake big; and Indian software companies are deploying rapidly in the country…Software outsourcing should have been the brightest point in Chinese IT industry in 2004, but as the year 2004 came to end, its taking off did not happen in China as some expected eagerly. Instead, the segment is somehow in depression. Chinese companies are a little bit bewildering in front of the changing global market of outsourcing. Several thousands of Chinese software firms see the $100 billions big cake, but cannot reach it. 70% of the business in the world comes from U.S., but Indian firms have been cut up most of it. Ireland and Russia have occupied the European market with the advantage of closeness. About 2,000 Chinese firms can only struggle for the contracts from Japan and Korea. Most of the contracts they got are pieces of sub-and sub-contracts, and most of them are in the area of preliminary programming. However, outsourcing experts visiting China one after another recently. The news they inform us is: the small and median-sized enterprises (SMEs) at the places such as Silicon Valley in U.S. are burdened with heavy costs, and the labor and operation costs in India are also increasing rapidly, which is changing the environment for competition in India which is used to be called paradise for outsourcing. The pressure may become a driver for U.S. firms to enter into China. If Chinese environment agreeable for investment, many U.S. software SMEs may leave India and march into China, bringing forth a rapid growth of the software industry in the country.
