摘　　要：人力资本是区域经济社会发展中的最重要因素之一,人力资源开发是人力资本形成的前提和基础。本文分析了甘肃人力资源开发的现状特征和条件,探讨了其社会经济支撑能力,并提出一系列针对性建议和措施。The human capital is one of most important factors in society and economy development. The human resources exploitation is premise and base of human capital formation. The paper analyzes the character and condition of human resources exploitation in Gansu Province,discusses its support capacity of economy.Finally a series of corresponding suggest and measurement is raised.
