引文法既是定量又是定性的评价法

摘　　要：为了准确理解引文法在评价方面的作用,质疑了国内学界普遍持有的引文分析法仅是定量评价法,或“间接评价法”的观点。讨论了定性评价和定量评价,尤其是同行评议与引文计量的含义、作用与问题,从引文索引创始人加菲尔德的有关论述、引文者为同行、引文法中有定性分析方法等方面,明确提出并论证了引文法既是定量评价法,又包含定性评价(同行评议 )的观点。片面地认为引文分析法仅是定量评价法的观点,不利于对引文法和引文索引作用的全面认识,在理论上和实践上都是无益的。应充分认识到引文法的优势与局限性,当学术引文规范得到较好的遵守时,引文法的定性定量评价作用将得到更好的发挥。For comprehending to lead the grammar accurately in the aspects of evaluate of function,queries the local educational circles widespread hold to have of lead the text analysis method is a quantitative evaluation method, or the indirectly evaluate the standpoint of the method.Discusses the qualitative evaluation and quantitative evaluation,especially with lead the meaning,function and problems of quantitative citation,from lead the citation index to create to make the person add the virtuous relevant treatise of Mr.Garfield,lead the citation in order to go together,lead to have the qualitative analysis method in the grammar etc.aspect,put forward to combine the argument to lead the grammar definitely since is a quantitative evaluation method,and then include the standpoint of qualitative evaluation.Think to lead the citation analysis unilaterally is the standpoint that the quantitative evaluation method only, disadvantage in lead the overall understanding of the citation index function towards leading the grammar and, theoretically and practice medium is all bootless.Should know the advantage of lead the grammar well with limit,be academic lead the citation norm to be compare good of observance, lead grammar of certainly evaluation the function will get better exertive.
