摘　　要：文章针对我国高等教育发展的实际水平 ,结合天津市高等教育发展的具体状况 ,以“以评促建”的原则 ,依据管理科学的相关理论 ,采用情报学中竞争情报的SWOT方法 ,对天津市高等教育的发展战略做了客观、具有可操作性的分析研究。According to the actual situation of the development of higher education in China and integrating with the concrete conditions of the development of higher education in Tianjin,this paper,based on the principle of'promoting construction with evaluation'and the relevant theory of management science,adopts the SWOT method of competitive intelligence in information science to make an objective and operable research on the development strategies of higher education in Tianjin.
