论转型时期政府权威建构的基本特色

摘　　要：中国社会由传统的计划经济体制向社会主义市场经济体制转变的过程中,政府为适应国内、国际形势的变化应建立起以加强执政党执政能力为基点,建设法治政府和政府绩效管理为核心,政府公务员素质不断提高为保障的政府权威体系。这对建设中国特色社会主义,促使经济、政治、文化与社会协调发展,实现全面建设小康社会的目标,具有重要意义。In the process of transformation from traditional planned economy system to socialism market economy system, Chinese government builds government authority system to suit the domestic and international changes. This system include the base of Strengthening the ability of administration of party in power, the cores of building law government and government performance management and government authority guarantee of improving civil servants'qualities constantly. It is very important meaning for building socialism with Chinese characteristics, impelling economy, politics, culture to develop with society in harmony and reaching the goal of building the well-off society in an all-round way.
