摘　　要：顺利开展国际反恐怖斗争,增进国与国相互合作,必须有可靠的制度安排作为保障。 现有国际反恐怖合作的水平和规模未能适应国际反恐怖斗争有序开展的要求,存在范围和领域十 分有限、单边行动、合作基础不巩固等问题。完善国际反恐怖制度体制,一要根据斗争的现实要 求,不断对现有制度进行改造,增强其针对性和适应性,提高反恐怖制度的收益水平;二要强化已 有制度间的整合和衔接,减少其内部冲突,降低制度的维护成本。International institutions play an very important part in putting the actions of combating terrorism in order. But in reality, owing to various issues, the international counter-terrorism institutions have not come into full play and their legality has also not acknowledged by many states. In order to combat terrorism smoothly, the international organizations should be put into more significant status and pushed ahead with the construction of the counter-terrorism institutions constantly.
