摘　　要：通过对我国西部人力资源浪费现象的揭示，反映出西部在经济发展过程中已遇到不可逾越的障碍。要促进西部经济、社会的全面发展，必须充分利用各种条件对人力资源进行开发。在开发过程中，除了积极引进外地人才，应立足于当地人力资源的开发，采取相应的措施。The development of China's West Region is a significant strategy when China enters the 21st century . This article reveals the insurmountable obstacles in the economy development in the west Region through the discussion of human resources waste there. Only when exploiting human resources makes most of every conditions available can the West Region achieve overall development in economy and society. During the exploiting process, we should make footing on the local human resources, accompanied with the positive measure to attract outside human resources as well. The another provides measures and suggestions related.
