摘　　要：信息的本质之一就是其时效性 ,缺乏时效性的信息是毫无价值的信息 ,这是信息学的基本原理。这一原理同样适用于政府信息。行政机关应对相对人的信息申请及时做出决定 ,以使申请人能及时得到其需要的政府信息。为此 ,我们应在政府信息公开法中确立及时公开原则以及相关制度 ,诸如时效制度、协助制度 。Timely access is one of the aspects of the essence of information. Information will be worthless without being released timely, which is the basic principle of informatics, also applying to government-held information. Government departments should make immediate response to requests for government held information so that applicants can have timely access. Therefore, we should set up a timely and open principle in our Access to Government held Information Act and such relevant systems as prescription system, assistance system, procedure for classification of information requests, and all the other relevant systems.
