摘　　要：随着现在无线网络质量的提高,以及终端增值业务的不断发展,通过终端实现收看电视节目、以及实现远程监控和电话会议将会成为最能吸引用户的业务,本文基于现有的无线网络环境,结合当前的图像压缩技术H.263与MPEG4,围绕如何建设流媒体平台,给出了其组网和系统集成方案,并对流媒体系统的内容管理、业务管理、计费管理做了论述。With the quality of the wireless network improved and the Value-Added Service developing,it will become the most attractive Services that watching TV program and long-distance monitoring and telephone meeting by using terminal. Based on the existing wireless network environment and together with current video compression technology H.263 and MPEG4, this article is about how to construct streaming platform and gives scenario of network organized and system integrated. It also discusses the content management,service management and bill management of the streaming system.
