摘　　要：以若干典型国家20世纪90年代以来重要科技规划为案例,探讨新时期国外科技规划的共性特征,分析当代国外科技规划所包含的基本理念。这些共性特征和基本理念既反映了当代科学技术发展的规律和特点,也体现了当代科学技术与社会经济关系的新趋向。In this paper, the authors analyzed common characteristics and basic idea of S&T plans in some typical countries since 1990's. These common characteristics and basic idea not only reflect features of science and technology development but also incarnate new tendencies of the relation between science, technology and society in the present age.
