摘　　要：程序正当化是宪政制度现代化的基本要求。对于宪政制度现代化而言,制宪程序是前提,行宪程序是基础,护宪程序是保障。The due process is the basic requirement of the modernization of constitutional government system. For the modernization of constitutional government system, constitutionalism process is the premise, process of constitution actualization is the base, and the process of constitution maintenance is the guarantee.
