经营城市和发展循环经济的新思路

摘　　要：以循环经济模式经营城市是解决城市经济与环境协调发展的有效途径,是实施可持续发展战略的必然选择。遵照循环经济3R原则,在经营城市中应从科学规划提升城市整体功能、统筹安排提高资源利用价值、积极引导构建循环经济社区、充分论证完善政策法规体系、开拓思路健全投融资体制等方面入手,努力提高经营城市的效率和水平,实现城市可持续发展的战略目标。Managing a city using the pattern of circulation economy is an effective way to deal with the harmonious development of city economy and environment, and an ultimate choice of implementing the strategy of sustained development. According to the 3R principle (Reduce, Reuse and Recycle) of circulation economy, while managing a city, we should improve a city's functions by scientific scheme, enhance the utilized value of resource by overall planning, construct a community of circulation economy by active guidance, amplify policy and legislation system based on sufficient proof, and strengthen the system of fund absorption and investment following more open-minded thinking. As a result, the efficiency and level of managing city will be increased, and the strategic goal of sustained development in the city will be achieved.
