摘　　要：结合青岛市防汛抗旱工作的实际情况,利用青岛有线电视网络中心的宽带骨干网络,通过光缆传输,建立起安全、稳定的数据通信网络。在此基础上,集成先进的实用技术,建立了一个集数据、语音、图像于一体的防汛抗旱指挥系统,大大提高了青岛市防汛抗旱指挥的准确性、快速性、智能性,节约了资金、人力成本,取得了良好的社会效益和经济效益。This article depends on the practical flood prevention and drought fighting situation in Qingdao using the broad band backbone network of Qingdao CATV Network Center, by optical transmitting, building up a safe, stable data communication network. On that basis, integrate the most advanced practical technology in the world, set up a flood prevention and drought fighting decision and command system including the data, voice and picture, promoting the accuracy, rapidity, and intelligence of the flood prevention and drought fighting. This saves the cost, obtained good society and economic benefit.
