摘　　要：我国多年来一直采用的传统的以标底为主要判据的招标方法,存在操作方法与运作机制上的缺陷,是产生工程腐败的制度漏洞之一。本文通过相关的应用经济学理论,价值、成本和价格理论,市场竞争理论等,分析讨论无标底招标采购的理论基础和实践意义。实施工程无标底招标,通过从管理制度上和操作方法上采取措施,建立防腐机制,可以铲除工程采购腐败滋生的环境和条件。The traditional method of tendering applied in China is mainly based on the base price proposed by project owner. There are some shortcomings of thit method in practice and operation mechanism. This paper discusses and analyzes the theory base and practice meaning of tendering on non-base price by using economics theory, value、cost & price theory and market competition theory. The application of tendering on non-base price could create the environment and condition that may eradicate the corruption in the domain of construction procurement through system and means.
