摘 要:从人力资源管理与开发角度 ,阐述了加强编辑出版人力资源管理与开发的主要原则和方法 ,提出重建编辑出版人才标准 ,变“学历本位”为“能力本位” ,把品德、知识、能力和业绩作为衡量人才的主要标准 ,要重视人力资源的使用和健全人力资源保障制度等问题。From the angle of the management and development of the human resources, this paper expounds the main principles and methods of strengthening the management and development of the human resources in editorial and publishing departments. It puts forward some standards of reestablishing talented persons in editorial and publishing departments, that is, giving up the records of school education and diplomas, and forming a brand new concept of ability standard. Morality, knowledge, ability and achievement should be regarded as the main standards of measuring talented persons. The utilization of human resources and the improvement of human resources’ security system should be valued.
