摘　　要：海事赔偿责任限制程序是保护责任人的法定程序 ,可被视为一个独立的诉 ,不仅具有所需要的三个要素 ,而且也具有其自身的管辖权。The procedure of limitation of liability for maritime claims is a legal procedure to protect the legal rights of the person liable. Proving the procedure of limitation of liability for maritime claims is a better way to protect the benefits of the person liable. The procedure of limitation of liability for maritime claims should be considered as an independent sue, not as an attached one, because the procedure has the feature as one independent sue, and also the procedure has its own jurisdiction. so the procedure of limitation of liability for maritime claims is an independent sue.
