摘　　要：本文从宪法和法治的视角 ,对人大个案监督的法律依据、必要性、可行性以及个案监督的法律后果进行审视 ,最后得出人大不能进行个案监督的结论。The article from point of view of constitution and governing by law deals with the legislative authority, necessity, feasibility as well as the legal consequence caused by the supervision over individual cases and draws a conclusion that the People's Congress has no power to supervise individual legal cases.
