摘　　要：“关键在人”是邓小平人才思想的一个十分重要的内容。其精神实质 :一是重视和强调人的作用 ;二是注重提高人的综合素质。在社会主义现代化建设进程中 ,注重在实践中用好人、管好人、教育好人 ,不断提高人的综合素质 ,具有十分重要的理论和现实意义。Key Factor is Persons' is an important content of Deng Xiaoping's thought of personnel. Its spiritual essence includes two aspects. The first one is to lay stress on the role of persons. The second one is to pay attention to improving persons' overall quality. In the course of our socialist modernization construction, it has important theoretical and practical significance to use, manage, educate and improve persons' overall quality.
