摘　　要：民主,作为政治制度,是目的与手段的统一,是科学社会主义的基石。实现社会主义民主的原则标志是法律至上;形式标志是法律完备;内容标志是权力来源于、服务于民众权利;内在机制标志是建立了权力的双向约束机制。Democracy, a policy system, is the uniform of objective and means. Meanwhile it is the base of scientific socialism. The principle mark to implement the social democracy is that the law is the top paramountcy, its content mark is that the power comes from and serve for the public right, and its system mark is to establish the two-way restriction system of power.
