论结构调整与劳动力就业——兼论秦皇岛市的经济发展战略

摘　　要：面对入世,我国的就业矛盾在近期将更加尖锐,积极有效解决我国的就业问题越来越受到人们的普遍关注。就业问题是一个系统工程,需要从多方面加以解决,本文提出了通过结构调整来促进就业的思路。据此,结合秦皇岛市经济发展的需要,提出了小城镇,大战略;小企业,大就业;小区域,大服务;小都市,大教育的发展战略。After China’s admission to WTO, the employment contradiction will be sharper in the near future. How to solve the employment problem in China is causing great interest. As a systematic engineering, the employment problem should be solved in every possible way. This paper puts forwards a new thought –promoting employment through structural regulation ;and in the light of the needs of economic development in Qinhuangdao city ,proposes corresponding development strategy—small towns, great strategy; small enterprises, full employment; small regions, general service; small cities, comprehensive education.
