摘　　要：论述了我国医药卫生体制改革的形势和背景,以及改革的重要性、必要性。认为医药卫生体制改革不仅是建立医疗保险制度的需要,更是卫生事业自身健康发展的需要,改革涉及到了卫生服务体系的重要调整。总结了上海会议以后各地抓学习、抓调研、抓方案、抓试点的进展情况。指出目前在文件学习和贯彻方面存在的一些不足及其表现。强调了几个具体问题,即卫生行政部门的职能转变问题;医和药的问题;加强经济管理问题;后勤社会化问题和医患关系问题等。最后提出了几点建议:加强文件学习,树立全局观念;积极探索与实践:协调一致,加强沟通。The background and situation of medical and health reform in China was discussed as well as its importance and essentials. The author suggested that medical and health reform was mecessary not only for establishment of medical and health insurance scheme,but also for the healthy development of health care system itself because the reform involved important adjustments of health delivery system. The progress in learning, in research, in planning and pilot study after Shanghai meeting was also summarized.The insufficient point and its phenomenon in document learnign and implementation were pointed out.The author emphasized on several practical points:The functional transition of health administrative institution; the relationship between medical services and pharmacy; the strengthening of economic management; the socialize support services and the interaction of physician and patient. Finally, some comments were made as: to strengthen the document learning and to establing a mare comprehensive viewpoint; to explore and practice actively;to communicate effectively with harmonious cooperation.
