大型国有企业医院面临的困境与实行属地化管理的对策

摘　　要：结合首钢总医院的实际情况,分析了大型国有企业医院面临的困境,即企业资产多元化,医院失去了支撑点;历史包袱重,政策性补贴不到位;区域卫生资源过剩,医疗市场竞争激烈;地方保护,企业医院难以纳入区域卫生规划;对企业医院投入不到位,发展后劲不足;基本医疗保险的实施,打破了企业医院生存的基础。在此基础上论述了企业医院实行属地化管理的必要性,提出了企业医院实行属地化管理的对策:抓住机遇,靠自己,做好属地化管理准备;主动适应,靠政策,争取纳入属地化管理;主动出击,靠市场,塑造企业医院新形象;争取支持,靠企业,为企业提供全方位服务;团结协作,广服务,组建医疗集团。referred to the actual situation of the Capital Steel Group General Hospital, this paper analyzes the difficulties faced by the large state - run enterprise hospital. The hospital loses supports while the enterprise is diversifying its assets. The difficulties also include: chronically accumulated heavy burden, insufficient reimbursement , fierce local competition due to over - services, administrative barrier of access to local health care market, exclusion from local administration due to local protectionism, lack of growing capability due to insufficient input from parent enterprises, and shattered living basis of the hospital due to the implemented basic medical insurance. Based on the analysis, it discusses the necessity and methods of carrying out localized administration strategies for the enterprise hospital as following: to grasp opportunities by the hospital itself and prepare for the coming localized administration; to adapt to the new policies and try to be localized; to initiate actions and build up the new corporate image of hospital in health care market; to strive for enterprise supports and provide comprehensive services for enterprises ; to unite and cooperate for wider services and construct health care group.
