摘　　要：作者对稳定低生育水平进行了界定 ,认为在 2 1世纪一个相当长的历史时期内 ,定义低生育水平为等于或低于更替生育水平。作者还结合我国 30年计划生育政策演变的历史进行实事求是的理性的思辩 ,并指出稳定低生育水平是人口和计划生育工作In this article, authors define stabilizing low fertility rate, argue that low fertility rate is equal to or even lower than replacement level fertility over a long historical period in 21st century. In review of evolution of population policies in the last 30 years, the authors point out that stabilizing low fertility rate is a scientific summary by practice of family planning program in the last 30 years.
