摘　　要：多极化不等于大国力量的均衡化，而是大国多中心化。基于这种认识，1999年的世界政治多极化进程不仅未发生逆转，而且在近年来已经形成的多极格局框架的基础上，更趋稳定，大国间对抗更趋公开化、表面化。俄欧中三大中心成为阻遏美国企图构筑单极世界的中坚力量。This is a continuation of the debates on world political structure. As we have already seen the author's arguments previously published in our first issue of 1997, here we just mention that the author maintains that 1999 saw the trial of strength among five powers and the multipolarization of the world political structure didn't seem to reverse. Further, the multipolarization process can be proved by the differnces between U S. and China, U.S. and Russia and U.S. and Europe.
