县级市政府职能转变的若干问题研究

摘　　要：县级市政府职能的转变 ,是上层建筑适应经济基础和经济发展的重大问题。本文以粤东地区为重点研究对象 ,分析研究了有关县级市政府职能转变的四个问题 :( 1)县级市政府职能的特点及其与县政府职能的区别 ;( 2 )县级市政府职能转变与社会主义市场经济的问题 ;( 3)县级市政府职能转变与机构改革的问题 ;( 4)县级市政府职能转变与职权关系的问题。The transformation of the functions of municipal governments on the county level is significant to the economic development.This article,taking the eastern part of Guangdong province as the key point of the study,analyzes four problems concerning the transformation of the functions of municipal governmental on the county level:(1)The characteristics of county level municipal governments and the distinctions between municipal governments and county governments;(2)The transformation of functions of municipal governments on the county level and socialist market economy;(3)The function transformation and the organizational reform of county level municipalities;(4)The function transformation and the relation between functions and powers of the municipal governments on the county level.
