摘　　要：公共选择是将政府主体及其活动规律纳入经济学分析框架的一种理论流派 ,也是近几十年西方国家处理政府与市场关系、推进政府行政改革的重要理论依据。本文从公共选择的行政性特征 ,与传统行政学的方法论差异 ,政府失败的表现、成因及其防治 ,以及对我国行政改革与发展的影响等四个方面 ,对这一理论进行了评述 ,指出公共选择理论的个人主义方法论、人的经济学观、交易的政治范式 ,以及对公共政策机制和政府失败诸问题的独特研究 ,无论对公共行政学研究领域的拓展和方法的改进 ,还是对我国政府职能的转变、行政体制的改革与完善 ,都具有重要的启发意义。The Public Choice is a school of theory that analyses the government and its law of action by the economics.It is the important theoretical base by which the western countrics deal with the relation between governments and market and push government reform in recent years.The thesis comments upon the thcory of the Public Choice throughout the four fields which include the administrative characteristics of the Public Choice,the methodology differences from traditional administration,the phenomenon,reason and prevention and cure of the government failure and the influences on China administrative reform and progress.The thesis thinks that the unique research into the methodology of the individualism,the human ideas of economy, of the public policies and the government failure is significant not only in the dcvelopment of the rescarch domain of and the progress in methodology of the public administration,but also in the change of Chinese Government's functions and the reform and perfection of administrative system.
