挪威与瑞典体育管理模式浅析

摘　　要：在实地考察和文献研究的基础上 ,分析了瑞典和挪威体育组织管理的模式。其基本特征是 :政府与民办组织合作 ,共同管理 ;政府的职责主要是提供经费和制定方针 ,而民办组织负责体育事务的全面管理 ;俱乐部构成了体育组织的基石 ,活跃在俱乐部中的志愿工作者和他们所做的大量义务工作支撑着体育事业。Based on the on the spot investigation and relative literature, the system of sport management in Norway and Sweden was analyzed.. Its basic characteristics are the cooperation and co management of the government with the organizations run by the local people. The governments are mainly responsible for providing finances and shaping the course, and the organizations run by the local people are for the entire management of sports affairs. In both countries, sports clubs constitute the foundation of sports organizations and the contribution by volunteers in the club system is a strong backing for sport.
