摘　　要：随着布什政府对美军事战略进行重大调整,将全球军事战略的重点转向亚洲,日本在其全球和亚洲战略中的地位和作用日益凸显,加强日美同盟体制已开始步入实质性阶段.而日本力图以日美军事同盟体制为后盾,谋求本国的最大利益.The author maintains that the Bush administration's 'Quadrennial Defense Review Report'(September 302001)was based on the basic judgements and suggestions made by a series of official reports or findings provided by think-tanks,and the spear point of the report is apparently aiming at China or China's military build-up.A research report drafted by the Deputy Secretary of State Armitage asked Japan to proceed from 'task sharing' to 'ability sharing,' i.e.to 'develop a military capability beyond that for territorial defense.' As for Japan,it has always been regarding Nippon-American security treaty as the basis of its diplomatic policy.Now,as the Bush administration upgraded Japan's position in U.S.global strategy,Japan strives to use such a favorable chance to take active measures so as to strengthen Nippon-American relations.By doing so Japan also can satisfy its diplomatic need,especially that of Japan's China policy.
