摘　　要：Since the New Deal in the 1930s, the U.S. government has gradually enacted a series of bills which established employment and training system for the unemployed, the underemployed, the aged, high school drop\|outs and disadvantaged college students. Such policy, which was designed as an integral part of government economic policy, resulted from the changes in the structure of labor market, high poverty rates and women’s participation in the labor market. Its success is not without problems, including program proliferation,mismanagement and lack of coordination between government agencies, all of which require governmental efforts to improve its efficiency and fulfillment in future.Since the New Deal in the 1930s, the U.S. government has gradually enacted a series of bills which established employment and training system for the unemployed, the underemployed, the aged, high school drop\|outs and disadvantaged college students.
