摘　　要：文章深入系统地论述了开展西部开发法治研究的必要性、重要意义、丰富内容、基本思路和方法 ,并就西部开发法治的价值功能以及构建西部开发法治保障体系的若干重要问题阐述了作者自己的研究心得。This article makes a systematic statement on the necessity,significance,rich contents,basic approaches and methodology to study the laws concerning development of the western parts of China.It also presents the author's personal view on the issues such as the evaluation and functions of laws and the legal systems in the development.
