摘　　要：新政治经济学 ,狭义上特指 70年代以后形成的公共选择学派的思想 ,广义上则涵盖在经济学领域中 ,以经济学的分析方法研究公共领域或集体选择过程中人类互动的行为、规则与制度安排的多个流派及其思想。这些思想在探讨人类政治生活的行为 ,分析公共组织的功能、研究公共政策制定与选择等方面具有十分显著的解释力和说服力。它们对长期困扰公共行政研究者的一些问题的阐释 ,不仅在理论上推进了公共行政的发展 。In its narrow sense, neo political economy refers to the thought of the public selection school, which came into being after the 1970's; while in its broad sense, it covers a variety of schools and their thoughts in economic fields, which study humans' interactive behaviors, rules and system arrangements in public fields or in the process of collective selections with the analytic methods of economics. These thoughts are notably interpretative and convincing in the discussion of human behaviors in political life, in the analysis of functions of public organizations as well as in the research of the formulation and selection of public policies, etc. Their interpretation of some problems which have long been puzzling researchers of public administration not only boosts the development of public administration in theory, but also provides instant inspiration for the reform of governmental administration.
