摘　　要：我国现阶段医疗保健制度是由公费医疗、劳保医疗、合作医疗和自费医疗四种基本形式构成,现行的公费医疗和劳保医疗在管理上失控,浪费严重,包得过多,同国家财力不相适应。我国目前尚处在社会主义初级阶段,生产力还不发达,当社会经济发展水平较低时。The article presents an idea outline about developing the socialist medical in-surance service with Chinese characteristics. By taking into consideration the in-terests of the state, of collectives and of individuals, this medical insurance indus-try will contribute importantly to making more and better use of public medicalservice, labor-protection medical service, cooperative medical service, and medicalservice at the patient′s own expense. All of the organizations, enterprises, insti-tutions, city and town dwellers, and peasants can be insurance applicants. The in-surance company will set norms in the light of scientific forecasting, pay insur-ance indemnity according to premium rate, suit the gross insurance proceeds toindemnity expenditures and thus keep their overall balance.
