摘　　要：以河南省为例分别探讨了旱涝灾害发生和发展的主要原因，分析了水利建设、生态建设对防止旱涝灾害的各自重要性及其相互关系，主要研究了在山丘地区建设“绿色水库”与平原地区建设“黄色水库”的必要性和可行性，提出只有增加森林植被覆盖，才能有效地防止水土流失，改善生态环境，进而从根本上减轻旱涝灾害。With Henan Province as an an example,this paper discusses the oc-curence of drought and waterlogging disasters and their developing trends,and alsoanalyses the importance and interrentions of water conservancy and biological constrc-tion to prevent the occurence of drought and waterlogging disasters. Also, this paperdeals with the necessity and feasibility of construction of “green reservoirs” in the moun-tain areas and the “Yellow Reservoir”on the Plain. And the paper concludes that onlyby increasing vegetion cover, can water ans soil erosion be effectively controlled andprevented, and can the ecoenvironment be improved thereby to lessen the occurence ofdrought and waterlogging disasters.
