摘　　要：本文对现在采用的世界时表达式存在的缺点和问题,Guinot非旋转原点概念,由此得到的新世界时定义和有关非旋转原点问题的讨论情况作了论述。In this paper the defects and the problems which exist in the expression of the present definition of universal time; the conception of Guinot's non-rotation origin as well as the new definition of universal time arising from this conception and the discussions for the problems of the non-rotation origin are reviewed,
