摘 要:世界范围内的公共教育重建运动使公共教育体制发生了极大的变化。各国都制定了一系列市场化、民营化的措施改造传统的公共教育体制,试图重构国家与教育、政府与学校之间的关系。我国公共教育体制在改革中也出现了若干典型的市场化运作形式,不同程度地把教育与市场结合起来。然而这场改革带给教育的除了正面效应外,还有许多负面影响,从而引发一系列改革伦理问题。这些问题如不能妥善解决,就有可能限制我国教育改革的发展空间,甚至对我国社会的进程产生消极影响。深入理解教育活动的基本价值,准确把握教育改革的复杂性,才能最终提升教育改革的道德水准和改革决策的伦理质量。The worldwide reconstruction movement of public education has resulted in great changes in the system of public education. Accordingly, different countries have formulated a series of market-based and private measures to reform the traditional public education, aiming at setting up relations between the state and education and between the government and the school. In the reform, there have emerged several typical market-based operational forms to link up education and market to certain extents. However, the reform has not only brought about some positive effects, but also produced negative influences and caused a series of ethical problems concerning the reform. The failure in solving the problems properly is likely to restrict the development space for educational reform and will produce negative influences upon the social progress in China. Only by having an in-depth understanding of the basic value of educational activities and grasping the complicated nature of educational reform can it become possible to enhance the ethical standard of educational reform and the ethical quality of educational policy making.
