摘　　要：农业保险属于"绿箱政策",是各国政府保护、促进农业发展的有效工具之一。而我国现行的农业保险商业化经营模式使农业保险业务长期处于萎缩、亏损甚至停滞状态,不适应农业发展的需要。要完成振兴东北的大业,必须创新农业保险制度,充分发挥农业保险在保护和促进农业发展中的重要作用。The agricultural insurance belongs to 'green policy'and it is one of the effective tools for countries to protect and improve agricultural development.But the commercial models carried out in our current agricultural insurance makes the agricultural insurance withered,lost and static,which doesn't meet the needs of agricultural development.In order to rejuvenate the North,the system of the agricultural insurance should be innovated and the important role of protecting and improving agricultural development should be played.
