摘　　要：中国共产党在新中国成立前后的政权建设方面，有两大历史创建：建立了人民代表大会制度，成立了中央人民政府的雏形──华北人民政府。当时先后担任中共中央工委书记和华北局书记的刘少奇，直接指导了华北临时人民代表大会的召开工作；并创造性地提出和直接领导了华北人民政府的成立，为新中国国家机构和政府体制的建立打下了坚实基础。The Chinese Communist Party has two historic establishments: the People's Congress System and the embryonic form of the Central Government-the People's Government of North China. At that time flu Shao - qi was the secretary of the Chinese Communist Party Central Labour Committee and the secretary of North China Bureau. Under his leading the People's Congress of North China was held and the People s Government of North China was founded. That all laid a firm foundation for Chinese state institution and Government system.
