新形势下完善我国社会保障制度的思考

摘　　要：本文从社会主义市场经济运行的要求、实现社会安定以及实现人的生存权利出发,阐述了完善我国社会保障制度的重要意义;指出健全的社会保障制度既是加速社会主义市场经济运行的需要, 也是实现基本人权、维护社会安定的一项根本性措施;同时从扩大社会保障的覆盖范围、完善三条最基本的社会保障线、多渠道筹集和积累社会保障基金、建立社会化的社会保障基金科学管管理度和适当提高我国职工的退休年龄等方面提出了新时期完善我国社会保障制度的相应思路与对策。This article elucidates the significance of improving the social security system from the view of the requirement of running the socialist market-oriented economy and realizing the stable social environment and right of human existence. The perfect social security system is not only the requirement of accelerating the run of socialist market-oriented economy but also a basic measure to realize the basic human right and maintain social order. A related thinking and countermeasure of improving the social security system under new situation is proposed with the view to enlarge the scope of social security system, to improve three basic routes of social security, to raise and accumulate the social security funds, to build the socialized scientific management system of social security funds and heighten the age of retirement of staff members in our country and the like.
