关于高校实施知识产权战略的几点思考

摘　　要：高校是国家实施知识产权战略的主阵地之一。尽管我国高校在人才、科研实力等方面拥有优势, 却普遍存在知识产权创造滞后、管理不力、学生知识产权意识淡薄等问题。这些问题产生的根本原因在于我国科技管理体制和高校管理体制的落后, 所以, 强化高校知识产权战略的重点也在深化体制改革。Institutions of higher education is one of the main battlegrounds for carrying out the national strategy of intellectual property rights. In spite of their advantages in human resources and strength in scientific and technological research, they are mostly troubled by such problems as lack of initiatives in intellectual property rights creation, weak management, students’ weak awareness of intellectual rights and so forth. The basic cause of these problems lies in the backwardness of China’s mechanism of managing science and technology and of managing institutions of higher education. Therefore, the focus of strengthening the strategy of intellectual property rights in institutions of higher education lies in deepening the reform of the management mechanism.
