摘　　要：改革开放以来 ,我国的行政道德失范现象与行政腐败问题日渐突出 ,严重损害了政府的形象 ,败坏了社会道德风气 ,对社会稳定构成威胁 ,同时也引发了人们对公共行政道德化的思考。公共行政道德化首先是公共行政制度道德化 ,强化道德的他律性 ,使一切行政行为都能够在这—道德化的条件下有规可循、有据可查。Since the opening-up and reform policy, administrative immorals and administration corruption in our country is outstanding, which damages the image of government, at the same time, ruins the atmosphere of social morals and constitutes a threat to social stability, making people think about the public administrative moralization. Moralization of public administration means the moralization of public administrative regulation strengthening ethical other-disciplining to enable all administrative behaviors to have rules to follow, proof to check and laws to abide by.
