摘　　要：根据公平和效益原则,考察了国内目前污染物允许排放总量的各种分配方法,指出了各自的优缺点。在此基础上,着重提出假设原始负荷的计算方法以及污染物的允许排放总量的公平协调分配方法。According to the principle of appropriate and beneficial, the author investigated various allocation of total allowable wasteloads in different cities of China, gives his own caculation of background wasteloads and the allocation of total allowable wasteloads on the principle of appropriate and beneficial.
